I just got done making my own set of portage pads, and although it took some labor they turned out very well, I will put some pics up later, but here are the basics. A piece of 8x4 wood Two bolts and matching wing nut A piece of bar metal preferably with hole 2.5-3 in apart two sheets of 16x24 vinyl. 1/2" thick soft foam slightly larger than 8x4 4" thick dense upholstery foam assemble as shown. I will post some pictures of my results in a day or so.

First off, nice job! Heck, even the photos are clear! Why did you use staples though? You went to all the trouble to build the darn thing and you can't tap a few fancy nails in? Weight an issue? LOL LT! With all that padding it must be a sweet ride.
